　　财务管理是指制定和有效地实施与奥组委运行相关的财务报告和财 务管理制度。它的主要职责是向执委会、组委会领导人办公室以及相关的 内部和外部委员会及时、准确地提供财务报告、财务信息和商业建议。

　　财务管理部门应确保设立足够的管理系统和工作程序，以便能够完 全、准确地记录组委会一切相关财务活动；还应该保证组委会能够遵守和 维持有效的财务管理制度。同时，该部门还负责履行组委会的税务和法定 报告义务，管理组委会的财政运行，其中包括现金流管理、外汇交易、借 贷和组委会剩余资金的投资活动等。

　　Financial Management

　　Financial Management relates to the determination and maintenance of the framework for effective financial reporting and financial control over the OCOG's operations. Its primary objectives include the provision of timely and accurate financial reports, financial information and commercial advice to the OCOG Board, Executive Office and relevant internal and external committees.

　　It ensures that adequate systems and procedures are in place to enable the OCOG to account for all relevant transactions completely and accurately, and to ensure that an effective system of financial control is observed and maintained by the organisation. It is responsible for meeting the taxation and statutory reporting obligations of the organisation, as well as managing the organisation's treasury operations including managing cash flow, foreign currency transactions, borrowings and investment of the OCOG's surplus funds. The OCOG may establish a functional area dealing with Financial Management aspects.
